A red light therapy panel sold in Canada as a medical device needs a Class II medical device licence, and you can check one yourself in about two minutes. Search Health Canada's Medical Devices Active Licence Listing (MDALL) for the licence, then confirm that the model number on your device appears in that licence's list of identifiers. The licence often belongs to the manufacturer, not the brand on the box.
Who wrote this: Hale Health sells RLPRO panels and Hale FACE. This guide uses Hale's own licence as a worked example and lists other brands only where we confirmed an active record on October 14, 2026.
How to check a licence in MDALL
- Open the MDALL active licence search.
- Choose one search option: company name, licence name, device name, licence number or device identifier.
- Start with the model number printed on the device or in its manual (the device identifier). If that finds nothing, try the brand name, then the manufacturer's name.
- Open the licence. Note who holds the licence and its class.
- Confirm your exact model number appears in the list of device identifiers. A licence for one model does not cover another.
Worked example: searching licence 111226 shows a Class II licence named RED LIGHT THERAPY DEVICE, held by Shenzhen Idea Light Limited, the manufacturer. Its identifiers include RL1200PRO and RL2000PRO, the models Hale sells as RLPRO 1200 and 2000. RLPRO 1000 is not on that licence, so we do not describe it as Health Canada licensed.

This is not a complete list. Brands we could not match by name are left out on purpose: many licences are held under the manufacturer's name with generic device names, so a failed name search does not mean a device is unlicensed. Search by the model number instead.
What a licence does and does not mean
Health Canada sorts medical devices into four risk classes. Its guidance says Class II, III and IV devices "cannot be sold or imported in Canada without a valid medical device licence (MDL)", while Class I devices do not need one. The red light panel licences above are all Class II.
A licence is permission to sell, not an endorsement. Health Canada states that issuing a licence "does not mean we approve of the device or the company", and that advertising a device or company as "approved by Health Canada" is not permitted. A licence also does not show that one device works better than another.
Medical device licence (MDL) or establishment licence (MDEL)?
An MDL covers a specific device and is issued to its manufacturer. An MDEL is a company licence for importers, distributors and Class I manufacturers. An MDEL number on a product page is not a licence for the device; look for the MDL in MDALL.
Is "medical grade" a regulatory term?
No. The phrase does not appear in Canada's Medical Devices Regulations. Treat it as marketing language and check the licence record instead.
Red flags when a seller mentions Health Canada
- "Approved by Health Canada" or a Health Canada logo on a product page.
- A licence number with no way to match it to your model number.
- An establishment licence (MDEL) presented as if it were a device licence.
- A licence for a different product from the same brand, such as a mask licence shown on a panel page.
Questions about Health Canada licensing
Are red light therapy devices approved by Health Canada?
Health Canada licenses medical devices; it does not approve or endorse them. Many red light panels sold as medical devices hold an active Class II licence. Check the record for your exact model in MDALL.
Which red light therapy panels are licensed in Canada?
The table above lists active panel licences we confirmed on October 14, 2026, including Hale RLPRO 1200 and 2000, Infraredi Pro, Kala Pro and Elite, Mito Red Light, PlatinumLED BIOMAX, CurrentBody and Celluma. Licences change, so check MDALL before you buy.
Why does the licence show a different company name?
Licences are often held by the manufacturer. Hale RLPRO's licence is held by Shenzhen Idea Light Limited; Infraredi Pro's by Shenzhen Kaiyan Medical Equipment. That is normal, as long as your model number is listed.
Is a licensed device more effective?
Not necessarily. A licence authorizes sale in Canada for the stated intended use. It is not a comparison of results between devices.
